This game is not out yet but may have expansions as oblivion had expansions and it was made by the same developers and is a similar style of game. This game has an expantion called “Kains wrath” there is also a sequal to the game coming soon called “Tiberium” and is a FPS

Description:
After the fall of the oil empire in the late 21st century, humanity turned to water as a new fuel source. Now the seas have all dried up and left the world as a barren desert wasteland where people once again wage war for resources, power and survival.
You are the commander of a Steam powered hover boat. Your mission is to gather scrap metal from your fallen enemies and use this scrap to build relations with other nations. You will need to trade for the precious water to be able to power your boat. Keep an eye on the water gauge to make sure you don’t crash.
Steam Craft will be coming to Xbox live later this year.
